		<description>New theory: Foggy got his tattoo as part of a stupid college fraternity prank/stunt/ritual.  All evidence I can find concerning Foggy&#039;s frat (DD #166) indicates that they were wild and crazy guys!  Listen to this hell-raising cheer: &quot;First you put your two knees close up tight / Then shake it to the left and shake it to the right! / Omega Delta&#039;s outta site[sic]!&quot;  (I assume that last line means that their frat&#039;s house on campus was revoked.)

No doubt, Foggy, Porkchop Peterson, and other Omega Deltas ran wild over campus yelling that cheer at the top of their lungs and ended up making some questionable decisions.  Hence, the tattoo.  I rest my case.</description>

Either way, I think it&#039;s probably one of those washable tattoos that little kids get, or perhaps henna.  What&#039;s amazing is that I never noticed this before!</description>
